Jobs program for recently released inmates aims to help Close the Gap

Eligible organisations can now apply for grants under the federal government's new Reconnection, Employment and Learning (REAL) Program, aimed at helping to Close the Gap.

The program is designed to support Indigenous people leaving prison by reconnecting them with communities, employment and education.

Successful providers will deliver six months of pre-release support and 12 months of post-release support to incarcerated First Nations people across facilities in different states and territories.

It will apply to First Nations people aged 15 and older who are currently incarcerated with a known release date, or who are on remand.

"Through this program we want to reduce recidivism to break the cycle of incarceration – and see fewer people in jail and more in jobs," said Minister for Employment and Workplace Relations Amanda Rishworth.

"Through consultation, we have listened and taken on board feedback so that the REAL program can be effective and beneficial to participants."

The program was developed following two years of consultation with First Nations communities, justice reform advocates and employment service providers. A key message from that process was the need for the program to be co-designed with First Nations people and delivered by Aboriginal Community Controlled Organisations (ACCOs) and other First Nations organisations.

Communities also stressed the importance of ensuring the program reduces recidivism, supports self-determination, and delivers tailored assistance for participants with diverse needs.

The Real Program is a $76.2 million measure over five years announced in the 2024-25 Budget. This will provide small-scale grants for community and private sector projects that create alternative pathways to employment for First Nations people leaving prison. Services will be trauma-informed and holistic, with providers offering direct support and connecting participants with other services as required.

Last year, a federal government spokesperson said the Commonwealth was investing in targeted programs to support First Nations people into employment.

"The Reconnection, Employment and Learning (REAL) Program will deliver trauma-informed, holistic support and mentoring to help participants connect with social services, community, learning and jobs. ACCOs and First Nations organisations will be encouraged and supported to deliver this service," they said.

First Nations organisations and ACCOs will be prioritised during the selection process. Applications for Phase One of the REAL Program are open until 15 September.
