NRL clubs will soon be allowed to sign two Papua New Guinean pathway players outside of the salary cap in efforts to firm the country's talent pipeline ahead of their entry into the competition.
A Port Moresby-based team will debut in the 2028 NRL season, with the Australian Rugby League Commission (ARLC) announcing new policy to fast track home player development.
Under the proposal, two players - defined as those who have participated in junior rugby league in PNG - will be eligible for spots at existing clubs with their salaries entirely exempt from salary cap limits.
The proposal goes for club Top 30 and supplementary caps.
In 2025, total Top 30 salary cap sits at $11.8 million, with an increase to $11.5 million next year, and to $12.1 million in 2027 - the year prior to PNG's NRL entry.
It's a decision designed to encourage clubs to bolster pathways and grassroots footy, within a broader funding strategy across the Pacific.
As reported by News Corp, it is understood current NRL and UK Super League players would not be eligible under the proposal - exclusing PNG national team players such as Jack De Belin, Alex Johnston and Xavier Coates.
Queensland Cup PNG Hunters players would be eligible.
"The recent performance of the PNG schoolboys team, which drew 22-all with the strong Australian side, is a clear indicator of the talent emerging from the region," ARLC chair Peter V'landys said.
"These young players will gain invaluable experience through increased exposure to the NRL system."
A long-expected PNG NRL outfit was confirmed in December last year.
The Hunters have played the level below the national competition in the Queensland Cup since 2014.
They experienced some early success, finishing in the top four in three of their opening four years, including a grand final win in 2017.
After a period lower down the ladder, the Hunters qualified for finals in 2024.
Recently retired Tiger Justin Olam, who played for the Hunters before graduating to the NRL with the Melbourne Storm, is recognised as the second PNG-developed player to make the national competition.
