Actor and activist Meyne Wyatt has described the Voice as "crumbs", but said Indigenous people should not be surprised the proposal was defeated.

"They don't want you to have anything. The voice was crumbs. They didn't even want you to have that. Let alone a treaty," he wrote on Instagram, where he has more than 37,000 followers.

Mr Wyatt said those who voted no were not "tricked", but "willfully denied" Indigenous people an independent advisory body to help inform policy.

"They're showing you who they are. This is Australia. It is white supremacist," he wrote.

He urged Indigenous people to keep speaking out.

"We are strong and we don't need them... This is not the time to be silent, it is the time to keep fighting and be annoying," he wrote.

"This is not the end. Respect to the Blackfullas who are fighting.

"This attempt failed. Now you know we fight on our own but we are enough."
