Yoorrook Justice Commissioner Sue-Anne Hunter has urged Victoria's Corrective Services Minister to remember the decisions he and his government make can change the lives of children in the justice system.

The Truth-telling commission has heard from police and senior justice officials in the current round of hearings.

On Tuesday Commissioner Hunter urged Minister for Corrective Services and Youth Justice Enver Erdogan to be mindful of the impact of his decisions.

"Can I just remind... While we are going through the cabinet process, and all these adults are making decisions; these are children," she said.

"I don't know if you know any 13 year-olds, that's my daughter's age. The last thing I would want for her is if she made a mistake and doesn't understand it, to end up in a youth detention facility or in police custody.

"We are adults here making decisions about these young children and we have got to remember they're children, and how we treat them affects them for the rest of their lives."

Commissioner Hunter noted the hearing had discussed social determinants driving incarceration, and said poor treatment of children in custody was on significant factor driving future contact with the criminal justice system.

"We are adding to them at an early age, and the trajectory doesn't look good," she said.

"Where is the therapeutic approach... rather than the punitive approach? They're children."

While Victoria has the lowest rate of young people in custody in the country (5.8 per 10,000 young people), Aboriginal young people in the state remain drastically over-represented in custody (28.3 per 10,000 young people).

Legal and justice groups have urged the state government to raise the age of criminal responsibility immediately to 14, in line with international legal standards, rather than 12 with the possibility of an increase to 14 in the future.
