Ezra Mam returns from a shoulder injury and has been slotted straight into the No.6 jersey after a five-week absence.
Broncos coach Maguire has also retained faith in centre Gehamat Shibasaki, who was below par in the 24-12 loss to Cronulla a fortnight ago on his return from a knee ligament layoff.
Brisbane also welcome back State of Origin guns Payne Haas, Pat Carrigan and Reece Walsh, while captain Adam Reynolds plays his first match since a calf complaint suffered against South Sydney in round 15, the same game Mam was injured.
The away clash with the competition leaders on Thursday night is the last chance saloon for the Broncos, who need to win eight games in a row to have any chance of playing finals and defend their title.
Mam came off the bench in his two games before injury with young gun Tom Duffy preferred at five-eighth.
The 23-year-old, who scored a hat-trick in the 2023 grand final loss to the Panthers, has worried Penrith in the past with his electrifying bursts.
Maguire said he was happy with Duffy's form, but mercurial Mam is more dangerous with ball in hand.
"To have Ez, who is a running threat ... just adds that extra little bit to how we want to play," Maguire said.
"I think he'd admit (this season has) probably been a bit of a mixed bag, but there are a lot of circumstances around that, and he and I have discussed it.
"I really enjoy watching footy with Ez. We sit down and go through what's expected and what we're trying to push, and he's a major driver of that too."
Shibasaki, who made his Test and Queensland debuts last year, has not hit those heights in 2026 and came under fire for a poor defensive effort against the Sharks when Sione Katoa scored.
"I believe in Gem and what I've seen him do and the work he's done," Maguire said.
"Past history gives you a pretty good idea of what he's able to do. Through circumstances we probably haven't hit the mark at times, but one thing I do know is he's a big-game player and he's shown that."
Winger Josiah Karapani, who returns after being dropped for a second disciplinary breach, has been one of the side's better performers this year.
Maguire confirmed utility Billy Walters would be 20th man when asked if he would be a late bench inclusion.
The coach said he was glad to have Haas and fellow representative forward Pat Carrigan back together for the first time since a shock May 31 loss to St George Illawarra.
The team Maguire has named includes 14 players from the side that won last year's grand final.
"I believe in the group," Maguire said.
"We're looking forward to the challenge ahead. The players have put themselves in good shape to have a red-hot crack at what is ahead and if we play to what we are capable of we are going to be a real handful."
