The Australian Government is seeking expressions of interest from suitably qualified persons for appointment as the Independent National Security Legislation Monitor (INSLM). The position is established under the Independent National Security Legislation Monitor Act 2010 (the Act).
The INSLM is responsible for independently reviewing the operation, effectiveness and implications of Australia’s national security and counter‑terrorism laws. The INSLM is required to consider whether the laws contain appropriate protections for individual rights, remain proportionate to terrorism or national security threats, and remain necessary.
The INSLM may conduct reviews on their own initiative, as required by the provisions of the Act itself, or upon referral by the Parliamentary Joint Committee on Intelligence and Security, the Attorney‑General or Prime Minister. The INSLM is supported by a small permanent staff located in Canberra. The INSLM is appointed for a statutory term of up to 3 years and eligible for reappointment once only. The position can be full‑time or part-time. To be appointed as INSLM, applicants must have, or be able to hold, and maintain a Positive Vetting or Top Secret-Privileged Access security clearance.
